A strong acidic solution is the one in which there is almost complete dissociation of the acid takes place.

Two ways to make a strong acidic solution safer are addition of a base and addition of water.
Explanation of Solution
If a base is added to astrong acidic solution then the base will neutralize the strong acid either completely or partially depending on the amount and nature of the base added.
If water is added, then the acidic solution will be dilute and the strong acid will be weaker. If excess of water is added, then the strong acidic solution eventually becomes a neutral solution.
