If amounts of solute are different then two different solutions can have same concentrations.
Explanation of Solution
Let’s consider one solution has 1 mol solute and volume is 1 L. Another solution has 2 mol solute and volume is 2 L.
For 1st solution molarity is 1/1=1.
For 2nd solution molarity is 2/2=1.
Thus, for both the solution the molarity is 1.
Thus, the ratio of number of moles and volume should be same for two solutions to have same concentartion.
