On moving across a period, the atomic radius decreases and on moving down the period, the atomic radius increases. Out of Chlorine, Oxygen and Carbon, Chlorine is placed further down than Oxygen and Carbon in the period table and so Chlorine has the largest atomic radius. Whereas, in the periodic table, Oxygen is the highest up and to the farthest right hence, oxygen has the smallest radius.
