Explanation of Solution
We have been given in the question that foster care was not easily available in Romania at the time of the study and thus foster care was paid by the study. However, it is then possible that the study was influenced by the researchers since they raised money for foster and thus want to study to conclude in favor of foster care. This then implies that we cannot trust the results of the study and thus we cannot draw any conclusions from the study.
