Given Information:
The selected sample of 200 male and 50 female engineers gives same chance to every individual in population
An SRS gives every possible sample of a given size the same chance to be chosen. It is not an SRS, because here the selected sample of 200 male and 50 female engineers gives same chance to every individual in population but it does not give same chance to every possible sample of 250 engineers. Some samples of size 250 do not have same chance of being selected because we are interested in only 200 male and 50 female engineers, a sample containing 250 female or a sample containing 250 male does not have any chance of being selected.
