Explanation of Solution
Letters to legislators is an example of a voluntary response sampling. In voluntary response sampling, people decide whether to join the sample in response to an open invitation, are almost guaranteed to show bias. Voluntary response samples attract people who feel strongly about the issue in question, that leads bias.The reason of biased is that this sample does not represent the population entirely, it only represents the certain proportion of population who have strong opinion.
Hence, the proportion of letters opposed to the insurance should not be assumed to be a fair representation of the attitudes of the congresswoman’s constituents. Only those who have very strong opinions will write in.
