Explanation of Solution
There is possibility of either a selection bias or non-response bias. Most of the people who do not use seat belt would not likely to answer truth. Therefore, this will mislead the results and will not be a representative sample for the entire population. Hence, it is not expecting that all the surveys about the seat belt will be in same direction.
