The director is taking the survey of the first thirty parents who arrived at the show. But in actual there are many parents at the show who can give the survey.
If the director is considering these thirty only then the sample is bias as it can be possible that the children of their parents are not interested in the fine arts as their main stream in the future and they are considering it as their past time activities only. So, the sample from it can give the biased result on the funding of the fine arts as if the sample was of the parents whose children were considering the fine arts as their main subject for their future then the result of the funding will be more accurate i.e. the school should increase or decrease the funding.
