To explain why the two percentages are so different.

Explanation of Solution

In a study, drivers were observed at randomly chosen for the survey of the seat belt use by the drivers at the convenience store. Thus, the drivers were asked about the question of the wearing of the seat belt.

Thus, the result was that $75\%$ said that they always wear the seat belt but in reality before the asking of the question the drivers were observed that they are wearing the seat belt or not. That study found that only $61.5\%$ of the drivers were wearing the seat belt when they entered the store. Thus, the two percentages are different one is of the people when asked the question and the other percentage was of the people who were actually wearing the seat belt.
