Hydrogen bonding will take place between hydrogen and an electronegative atom. Due to the presence of an electronegativity atom, the electrons will be shifted towards the electronegative atom, which is oxygen in the water molecule. This results in the partial positive charge of hydrogen and the partial negative charge of oxygen. This brings the polarity in the molecule.
Due to the electrostatic force of attraction between the hydrogen and the other atom, polarity is obtained. This polarity will make the whole molecule polar.
