PS102: State and Local Government Essay Exam #1 There are 3 sets of questions. For each set , choose one of the two questions and answer in short essay format (a few sentences does not constitute an essay ). Make sure you thoroughly answer the question. Cite any sources you use; however, I am most interested in what you think, but your answer must be complete and well written. Please complete your exam and post in Journal #1 before the end of the day on October 14 th . No exams will be accepted after this date! Choose one of the following (25 points): 1a) In order to address the problems found in the Articles of Confederation, the framers of the Constitution had to increase the power of the federal government to unite the states, but at the same time limit that power so that states would agree to ratify it. How did they do this? Identify specific methods and/or passages where you see evidence of this balancing act. What do you see as the strengths and weaknesses of the Constitution at the time it was written? Or 1b) Define the concept of political culture . Why is it important to understand political culture, and how does it affect politics in the states and local governments? Using Daniel Elazar’s categories of political culture , explain the category into which Maryland falls, and list several contributing factors behind that categorization. Choose one of the following (25 points): 2a) Discuss how powers and responsibilities are divided among levels of government in unitary, confederate, and federal systems of government? Be thorough in explaining each. Or 2b) Trace the history of American federalism from colonial times into the current era. What changes have occurred over the past 200 years? What are the various distinct phases or periods that have occurred? What impact does federalism have on state and local governments? Include the advantages and disadvantages of federalism in your answer. Choose one of the following (25 points): 3a) Discuss the six major types of taxes used to funds government operations. Which of these would you consider the most “fair” and why? Or 3b) Do you think mechanisms of direct democracy, such as referendums and initiatives are a benefit or detriment to the political process? Explain your answer in detail and use examples.
