Basic oxide is the one that accept a proton from water resulting in formation of hydroxide ions.  Basic oxides are formed form metals.  They are ionic compounds.

Amphoteric oxides are the ones that react with both acid and base.  The elements that are present in the diagonal line starting from beryllium towards polonium and many d-block elements in the periodic table are found to form amphoteric oxides.
