When a person stands back to the sun to see the rainbow, it would be always in a circular arc. And regardless of the person’s movement, the rainbow is always circular. This is due to water droplets.
The water droplets are spherical and the rainbow would be formed by the spherical droplets only and those droplets that lie on edge of the cone. Therefore, regardless of the person move the rainbow appears circular.

The rainbow formed due to the spherical water droplets. So, regardless of a person’s movement, the rainbow appears circular only.
