  • When the energy band is partially filled electrons can move from one level to another with applied electric potential.
  • When the energy band is completely filled, then there is no vacant energy level and electron population remains same even applying electrical potential.
  • Hence, materials known as electrical insulators have completely filled energy band.  And materials known as conductors have partially filled energy band.
