Slope $=\frac{2-0}{0-8}=\frac{2}{-8}=\frac{1}{-4}$ .

Since the slope is $\frac{1}{-4}$ , so $m=\frac{1}{-4}$ .

Now substitute into the equation $y=mx+b$ to get

  $y=\frac{1}{-4}x+2$

Hence, the equation of the line is $y=\frac{1}{-4}x+2$ .
