Assuming that Jane collected data from different places of the town, it can be conferred that more is the number of fast food places in a locality, less is the number of upscale restaurants there. But a profound direct cause and effect situation can’t be established between the two, as lesser number of upscale restaurants where there are more fast food places might be linked to the locality, demographic and financial status of the inhabitants of that particular location.
So, the situation is a negative correlation and no causation.
