2 Programs Versus Policies As social workers, it is important that different policies and programs are known for the state which is being served. According to Popple and Leighninger (2019), “ social workers specializations in macro practice, spend their careers as policy practitioners.” In this case study, Joe is a 28-year-old male trying to receive services and support and is learning about the different programs and policies at the federal and local levels. Identifying the programs the social worker in the case study engaged with. When meeting with the social worker at the County Division of Social Services Joe tried to receive General Assistance. Joe's situation is related to his mental condition, lack of income, and ineligibility for Medicaid. To resolve Joe's recognized problems, the social worker at the Country Division of Social Services who was given this case engaged in a range of proposals. The social worker recommended for the counselor look into Supplemental Security Income (SSI), Medicaid, St. Dominic’s New Direction Center, The Bridge Home, and for the social worker to check with the hospital to make sure Joe can still be seen even with no Medicaid coverage. Identifying the policies that drove the programs and indicating which were federal and which were state or local. Supplemental Security Income (SSI), which can help with cash assistance, was the first service the social worker looked at. This is a federal program, which is intended to offer low- income disabled individuals and elders (65 years and older) monthly cash support and benefits. The social worker looked into getting Joe Medicaid, which is also federal, but due to his age, he was not qualified. He does, however, qualify for disability due to being diagnosed with a mental disorder. The local programs that the social worker offered was the St. Dominic’s New Direction Center and The Bridge Home. St. Dominic’s would help Joe donors who may help
3 with cash assistance and The Bridge Home is a reentry program that helps individuals who have been incarcerated find employment. Explain how these policies affected the social worker’s delivery of services Depending on the policy—federal, state, or local—the social worker may offer services. The client must meet the federal income requirements to receive certain services. “ Social welfare   includes healthcare, empowerment, housing, and other programs geared towards assisting the poor, unemployed, and marginalized in society. Such programs include Medicaid,   AFDC   (Aid for families with dependent children), WIC (women, infants, and children) programs, veteran programs, and others” (Walden University, n.d.). Each program has different policies and qualifications that an individual must meet before being able to be approved for a certain program. These policies   allowed it to be easier for Joe's social worker to link him with the necessary community resources. Access to countless local, state, and federal resources was made possible by these policies. Research and identify one state or local policy in your area that would affect your delivery of services. If this scenario was to have taken place in Mississippi, Joe would have been recommended to the MUTEH program. MUTEH is a program that helps with housing for individuals who are homeless or at risk of homelessness. This program has many grants that help provide housing all across the state of Mississippi. It is vital for the social worker to have knowledge that these policies advocate for effective and efficient housing for individuals who have been experiencing homelessness or are at risk of being homeless. The policy affects programs because it enforces engagement from the community that knows what the individuals who live there need and what challenges and barriers they are facing.
