Unit 8 One social policy that I found that directly impacts family care is the Housing Choice Voucher Program. This was created by Section 8 of the Housing and Community Development Act of 1974 and allows families to use vouchers to rent housing for a specified rate that is based on their region (Sheehy & Pamukcu, 2018). This can help to either promote or discourage resilience as this can only reach some families. Due to underfunding, this program can only reach a fraction of eligible families (Sheehy & Pamukcu, 2018). The families who are able to receive the vouchers with this program could help build resilience as they gain this resource that helps them afford housing. For the families who are not able to receive the vouchers, it could either delay them in being able to afford housing and put more strain on other expenses or could lead to other increased risk factors such as food insecurity, decreased health, developmental delays, and hospitalization (Sheehy & Pamukcu, 2018). It is very important to use a human rights lens when working with families. One of the main fundamentals of the human services profession is respecting the dignity and welfare of all people (NOHS, 2015). This allows families to be treated with respect regardless of their background. Steps that a human service professional can take to ensure that their personal worldview does not interfere with ethical service delivery is to become aware of their biases and values and learn their limits to assisting families of all backgrounds. This can allow them to be self-aware and refer their clients when necessary. Two ethical standards that compel the human services profession to practice from a human rights perspective are standards 3 and 10. Standard 3 protects the client's right to privacy and confidentiality when receiving services except when that confidentiality would cause serious
harm to the client or others, when agency guidelines state otherwise, or under other stated conditions (NOHS, 2015). This is important because it ensures that the client’s privacy is respected and can feel more at ease with receiving services. Standard 10 refers to human service professionals providing services without discrimination or preference in regard to age, ethnicity, culture, race, ability, gender, language preference, religion, sexual orientation, socioeconomic status, nationality, or other historically oppressed groups (NOHS, 2015). This is important because this holds the professional accountable for treating their clients fairly regardless of their own personal biases or values.
