Neither The person G nor the person C is correct.

Explanation of Solution

Given information:

  $a$ represents pounds of apples.

  $b$ represents pounds of bananas

  $a+b=7$ ------(1)

  $1.29a+0.49b=6.63$ ------(2)

  $a+b=7$

evaluating $b$

We get

  $b=7-a$

In step-2 The person G substituted value of $b$ as $b=a+7$ instead of $b=7-a$

So the solution of The person G is wrong.

Evaluating a

We get

  $\begin{array}{l}a+b=7\\ \Rightarrow a=7-b\end{array}$

The person C substituted a in second equation as $a=7-b$ which is correct

She obtained correct value of $b$ that is $b=3$ .

Se had to substitute value of $b=3$ in $a=7-b$

  $\begin{array}{l}a=7-b\\ \Rightarrow a=7-3\\ \Rightarrow a=4\end{array}$

Here correct value of $a$ is 4 but the person C obtained it to be 3

So The person C solved correctly for $b$ but mis interpreted the pounds of apples( $a$ ).

Therefore neither the person G nor The person C is correct.
