The racemic mixture is optically inactive, that there is no net rotation of plane polarized light.
The two enantiomers rotate plane-polarized light in opposite directions, the rotation cancel because they are present in equal amounts.
The meso compounds are optically inactive due to this differing absolute configuration on the opposing stereo centers. Further meso compounds is achiral so cannot have an enantiomers.
