First, magnetic field forms eddy currents in moving metal wheel by using free conduction electrons.
Right-hand rule states that eddy current will experience force opposing the actual motion of a piece of metal. Also, eddy current brake will slow down the wheel.
Good conductors (copper & aluminium), have numerous free conduction electrons. They will allow them self to create or produce large eddy currents. This in turn provides good braking results.
Conclusion: Eddy currents can be present in any conductor that is moving across magnetic field. Eddy currents are repulsive as well as attractive.
