Midterm Exam 1. You have the option of discussing either voting or social work licensure throughout this exam. Please note here whether you chose to write about voting or licensure. (A one word answer is fine.) I choose to write about Social Work Licensure. 2. Identify and describe a social problem that relates to policy in the area you chose (either voting or social work licensure). Describe in one paragraph the problem itself. Next, describe in one paragraph the reasons that social workers might want to address policy related to this problem. One pressing social problem related to the policy of social work licensure is inadequate access to mental health services, particularly in underserved and marginalized communities. This problem stems from a shortage of licensed social workers, psychologists, and other mental health professionals, resulting in long wait times for individuals in need of mental health support. Social workers have a vested interest in addressing this issue as it directly affects their clients' well-being. The social work profession places a strong emphasis on social justice and the well- being of vulnerable populations, making it imperative to advocate for policies that improve access to mental health services through licensure reforms, such as increasing the number of licensed professionals, expanding the scope of practice, or offering incentives for professionals to work in underserved areas.

3. Using the Code of Ethics as a resource, think about the ways that using policy advocacy to address the problem you have identified in the last question connects to social work values and ethics. Choose at least one of the six ethical principles to discuss, as well as at least two ethical standards. For each, describe the ways in which advocacy related to this problem can help to move us closer to practice within the ethical principle or standards chosen. Provide at least 2-3 sentences on each (a total of 6-9 sentences in this answer overall). One ethical principle in the NASW Code of Ethics is "Social Justice." This principle calls social workers to work towards ensuring equal access to resources, opportunities, and services for all individuals. Ethical Standard 6.04(a) highlights social workers' responsibilities to take social and political action to address social problems. By advocating for policies related to licensure, social workers ensure that mental health professionals are appropriately trained and licensed to provide services, reducing the risk of clients receiving services from unqualified individuals. This promotes ethical practice and safeguards clients' well-being. Ethical Standard 6.04(a) highlights social workers' responsibilities to engage in social and political activity aimed at addressing social problems. These ethical standards and guidelines are consistent with the advocacy for social work licensure laws that improve mental health care accessibility. Social workers can help resolve the social injustice of unequal access to mental health care by advocating for policies that remove licensure obstacles and increase the number of professionals with licenses, while also supporting social justice and following ethical standards.

4. Identify and describe at least two existing policies that relate to this social problem. You may choose to use Social Work Speaks, your textbook, or other resources. For each policy, describe the name of the policy, the level of government, and the geographic location of the policy. Next, in a few sentences, describe how the policy connects to the social problem. You will write 1-2 paragraphs for each of the two policies. The Clinical Social Worker Licensing Act: This policy is typically enacted at the state level in the United States. It specifies the necessary requirements for obtaining a clinical social work license, which often involves education, supervised internship, and passing a certification test. The policy is directly connected to the social problem as it regulates the number of clinical social workers available, impacting access to mental health services. Medicaid Reimbursement Policies: These policies are implemented at both the federal and state levels in the United States. Medicaid reimbursement rates for mental health services provided by licensed professionals can influence the availability of such services in underserved areas. Professionals treating Medicaid users may be discouraged by lower reimbursement rates, which could worsen the access issue. 5. Finally, choose one point in the policy process where you think a social worker might be able to intervene to address this problem.
