RNA is treated with periodic acid, and the product of that reaction treated with base, only the nucleotide residue at the 3' end is removed. The given transformation is to be explained.

Concept Introduction:

RNA is made of ribose sugar and nucleotides. Periodic acid is an oxidizing agent. It oxidizes the vicinal diols to vicinal dial by breaking the carbon-carbon bond between two alcohol groups. The nucleotide at 3' end contains vicinal diol so the reaction takes place at 3' end of RNA molecule.

The same reaction can be performed with DNA or not, is to be explained.

Concept Introduction:

DNA is deoxyribose nucleic acid. The sugar in DNA is deoxyribose. DNA does not contain any vicinal diol group. Periodic acid is an oxidizing agent. Periodic acid reacts with vicinal diol to form dialdehyde group.
