Interpretation:
The OH group on phenol is an activating group, but the ring in phenylmethanol is deactivated. The reason for it is to be explained.
Concept introduction:
Activating groups stabilize the arenium ion intermediate by participation of lone pair on the atom of the substituent in resonance. If the lone pair cannot participate in resonance in the ring and so cannot stabilize the arenium ion intermediate, then the substituent is called a deactivating group.
