Hydrogen bonds require a H-bond donor and a H-bond acceptor. A highly electronegative atom is hydrogen-bond donor atom and it has partial positive charge.
A hydrogen-bond acceptor cane be a most electronegative atom has a lone pair of elecctrons and partial negative charge on it. The hydrogen bond is formed when the lone pair of electrons of the hydrogen bond acceptor is shared with the hydrogen atom of the hydrogen bond donor.
