Scalar quantities are those that do not include the direction while the vector quantities are those quantities that tell both the speed and the direction both.
Speed is a scalar quantity while velocity is a vector quantity and thus the car speedometer can only measure the speed.
The speedometer can only tell how fast the car is moving as it does not indicate the direction in which the car is moving, so it measures speed.
