PBHL-109 Recommendation Assignment 2 Since mass shootings have become more prominent in America, there has been an ongoing debate about what solutions will prevent more from happening. However, it has become clear that this is a problem that requires multiple solutions. One possible solution that I believe should be considered is enacting Red Flag Laws (also known as Extreme Risk Protection Orders). A Red Flag Law would allow law enforcement and family members of an individual to petition the court to have that individuals’ firearms taken away if the court deems that person is a threat to themselves or others. This would take place before a crime has been committed. A few states already have Red Flag Laws, however, I believe they should be nationwide and all meet the same criteria. Research has shown that 48% of people who have committed a mass shooting told someone else about their plans before engaging in the crime. Some people told family members, others told complete strangers (Ihe, Ihe, 2024). Prior to Red Flag Laws there was little that could be done when these “leaks” happened. Given the prevalence of mass shootings in our society today, these claims should be reported and individuals who have made such claims should have their firearms revoked from their possession. This intervention is an upstream intervention because it requires the government to enact this law as well as members of society to take it seriously and report those that make these threats. The first step to this intervention would be deciding what criteria would cause someone to lose access to their firearms. Another important factor would be adding in clauses to ensure that someone is not wrongly accused of being a threat to themselves or others. For example, a disgruntled individual could accuse their prior significant other
PBHL-109 of being a threat simply because they are upset. There should be checks and balances in place to both check the history and mental health of whoever was reported as well as punish anyone making intentionally false reports. Once the details are ironed out the law would be adopted by all states. The intervention is directed at those with violent tendencies that could become potential shooters. It is, also, directed at members of society as a whole because it would be everyone’s responsibility to report when a “red flag” comes up. This intervention should be implemented as soon as possible after the criteria is properly researched. The data needed to evaluate whether the Red Flag Laws are decreasing the amount of mass shootings would take time to gather. First, the number of mass shootings before the law was enacted would be used as well as the number in the year following the law. We would also need data on the number of reports made and how many individuals that were reported were deemed a threat to themselves or others. If reports were being made but those who were reported were rarely found to be threats to anyone then that would be a clear indication that this intervention had failed. However, if individuals that were reported on were evaluated and found to be considered a threat (therefore losing access to their firearms) then the intervention would be successful. Lastly, if the number of mass shootings decreased after the law was enacted then it would be considered a success.
