Cooperative federalism is the governments response to many issues that happened in the past , however , one of the key issues that started this change was the stock market crash of 1929 . This led the country into the Great Depression . The Depression which caused votes to demand a regulation on the stock market as a way to protect themselves from the corruption of capitalism . At the end of World War II , there was more belief in national power and patriotism . Support for the government continued through the cold war and the anti-communism movement in the 1950’s , and is often portrayed as the complacent era . Even in the 1950’s , racism was still a big problem for society , this was called “the racial crisis” . The racial crisis was one of the main reasons cooperative federalisms became coercive . This , however , did not happen overnight , but over many decades . The civil rights movement was not a peaceful protest , like many people thought it was . It was full of violence , chaos , and riots . When the civil rights act of 1965 was signed , the south fought back hard . While many democratic states gave into the reform , others did not . The roots of racism were too deeply ingrained into society and therefore could not understand why the government was forcing them to reform and fought back . It took 20 years to fully reinforce the need for intergovernmental cooperation . The War on Poverty and the Urban Crisis in the 1960’s intensified a need for intergovernmental cooperation . At this point , cooperative federalism was accepted and rationalized into a new system by President Nixon . While , this was happening at a federal level , within the states reformer called for more cooperation between the state and local governments . By the late 1970’s cooperative federalism has come to end due to neglect and an unconcern for the environment . There were major concerns with how the government was managing key issues like pollution and business regulations .
With the destruction of cooperative federalism , the government tried everything in their power to restore this power , but ultimately failed . In the effort to make a coercive federalism , the government offered new structural changes to the political system . This change gave more resources to campaigning officials and giving Congress the power to accommodate the interests of voters . During his presidency Reagan deemed cooperative federalism as unlawful . To combat this issue , Reagan decided to completely dismantle cooperative federalism and restrict government influence over the states , and thus giving more power back to the states . Reagan reintroduces dual federalism as a way to validate the need for more government spending on weapons and military and reduce funding on state programs . This was met with much resistance , advocate fought for social equity and funding by advocating for a tax increase as a way to shift funding to state and local governments . Cooperation is a necessity and remain essential to any government. All previous attempts at this have inevitably failed . This being , because the functions were to neatly laid out which caused a power imbalance between the states and the federal government . In response to this issue, the government decided to change their tactics. To prevent tyranny , while still efficiently meeting the needs of the public , the government introduced competitive dual federalism . Competitive dual federalism with equity was the key to a coercive government , even though it was not without its faults . It did provide a balance maintained by constitutional rules to bring balance between state and federal government . Word count: 584
