Step 1: Consider the following questions prior to drafting your letter to your representatives (be sure to include the answers to these questions in your letter): What is the problem or issue that interests you? The issue I am presenting is the amount of incentive for special education teachers to remain in special education long term. There is a need for an incentive. The incentive I propose is to implement a set of mental health days for teachers in the school year. Special education teachers are often overwhelmed by internal factors and external factors. On the daily special education teachers have to plan lessons, modify materials, progress monitor and maintain a compliance caseload. If teachers are given mental health days, they will be better able to maintain their personal lives and teaching lives. What data is available to support the existence of the problem or issue? According to Billingsley, 72% of the school leaders and special education leaders have difficulty with keeping special education teachers long term. Twenty one percent of teachers leave to retire, special education compliance paperwork 8%, salary and benefits 13% and personal and external reasons 37% ( Billingsley, 2019). What Education Policy Planning and Research Community (EPPRC) sources are involved in defining the policy issue? What are the values or ideology evident in the policy issue you have chosen to examine? Include at least one citation that supports your assumption. Who are the proponents and opponents of the proposed policy and why? What evidence exists that demonstrates the policy issue has reached an agenda? How you can use Rallis et al. 5-step reasoning process to inform your position on this policy issue? intuition Personal factors Professional knowledge and wisdom Exploration
Application of moral prinicpals Is the purpose of the policy outcome desirable? Will the policy be effective in futhering the purpose Is the policy economically feasable Is the policy morally correct Step 2: Draft a letter to your local and state representatives advocating for or against your identified educational or special educational policy. Be sure to include the information prompted by the questions in Step 1 of this assignment. Troy A. Carter, Sr 3401 General DeGaulle Drive, Suite 100 New Orleans, LA 70114 Phone: (504) 381-3970 Dear Senator Troy A. Carter, Sr, The issue I am presenting is the amount of incentive for special education teachers to remain in special education long term. There is a need for an incentive. The incentive I propose is to implement a set of mental health days for teachers in the school year. Special education teachers are often overwhelmed by internal factors and external factors. On a daily special education, teachers have to plan lessons, modify materials, progress monitor and maintain a compliance caseload. If teachers are given mental health days, they will be better able to maintain their personal lives and teaching lives. According to Billingsley, 72% of the school leaders and special education leaders have difficulty with keeping special education teachers long-term. Twenty-one percent of
teachers leave to retire, special education compliance paperwork 8%, salary and benefits 13%, and personal and external reasons 37% (Billingsley, 2019). This evidence exists because of the worn-down nature of special education teachers. Implementing these days in the school year calendar for teachers will help to keep balanced and mentally healthy. The proponents are special education teachers and the opponents are the people working in education but that are not in the classroom. They do not have the insight needed to understand why teachers are difficult to retain (Berry, 2012). The evidence that shows an agenda is the shortage of special education teachers and the teachers that are not retained past one year. After going through the 5 Step Reasoning Process, my intuition as a special education along with my factors, mental health days would positively impact my reasoning to stay in special education. I also have professional knowledge and have explored wanting to leave the field at one point. I felt overworked but once I was able to rest I was better prepared to teach for the long term. It is also morally correct to give teachers the necessary support to retain them long-term (Rallis, 2008). Step 3: Reflect Write a brief 3- to 5-page overview of how each element of the 5-step reasoning process guided you in the selection of your policy issue and drafting the letter. Summarize what you learned from this assignment that you can apply to your professional role as a Special Education leader.
