1.0 Introduction As part of a $5 billion investment initiative in Seattle, Amazon conducted a widely publicized location-finding process in 2017 and 2018 (Hartmans, 2021). The HQ2 process is on track to establish a standard benchmark for future FDI projects throughout the globe because of its huge investment volume and unique public visibility. Business investment from both domestic and international sources is critical for economic growth in a market- based economy. This potential may be described and formalized via the use of a set of criteria, or 'location factors,' proposed by location theory. They are the meeting point of policy based on geography and the interests of investors, where theory meets practice. This article proposes Halifax as the second headquarters. Halifax meets the requirements to be Amazon's second headquarters ranging from population size to the presence of bike lanes, from tax incentives to high-bandwidth network connections, from appropriate information protection legislation to effective transit. 2.0 Overwise of the city Nova Scotia's provincial capital is Halifax, a port city on the Atlantic Ocean in eastern Canada. In addition to being a significant economic hub, the city is well-known for its marine heritage. An 1850s star-shaped fort dominates the city's hilltop citadel. In the War of 1812, Halifax was a major port for privateers, and the waterfront warehouses known as the Historic Properties remain a reminder of that era (Halifax, 2022). Halifax is Canada's finest location to live and work remotely 2021, and Canada is the greatest nation in the world to live in 2021 (Halifax, 2022). According to Abugre & Debrah (2019), nearly every aspect of management, including accounting, advertising, human resources, and information technology, is impacted by culture. Differences in culture have a key role in whether or not it will be simple or difficult to start a company in a foreign country ( Abugre & Debrah , 2019) . Halifax city-building is a career-building kind of setting and the place where things are created. It is because Halifax's ideals are founded on a stable business, investment, and trade environment. When Amazon opens its doors in Halifax, the city will join one of North America's fastest-growing innovation zones. A swath of Halifax city's core is home to
a diverse collection of businesses ranging from start-ups to well-established corporations as well as incubators and accelerators. Building a city where education, industry, and inhabitants all work together is Halifax Cities goal. Halifax city's high level of talent and close linkages to Halifax's institutions and colleges have enticed global corporations to set up shop in Halifax. Data analytics, engineering, biological sciences, and ocean technology are just a few of the areas where Halifax institutions and colleges are leading the way in R&D. This creative ecosystem in Halifax provides Amazon with an abundance of new ideas skills, and views. In addition to the opportunity for venture financing, it presents a market for Amazon to adopt or commercialize feed-in technologies. Amazon can help Halifax explore, develop, and innovate alongside its institutions and colleges. 3.1.4 Inclusion and diversity Everything people do, believe, and seek in Halifax is based on embracing diversity. In Halifax residents' view, diversity encompasses much more than just a person's ethnicity, sexual orientation, linguistic preference, or gender identity. Halifax city recognizes, appreciates, and respects a wide range of viewpoints, experiences, and abilities. As a city, Halifax seeks to remove obstacles so that everyone has the opportunity to participate and contribute meaningfully. When it comes to greenhouse gas reductions, Nova Scotia leads the country. Halifax City is already met our 2030 target and is on course to exceed it by 40 percent (Nova Scotia Power and Emera Company, 2022). According to Nova Scotia Power and Emera Company (2022), there is an estimated 60,000 MW of tidal power potential in the United States, making it one of the world's largest renewable energy sources. Our renewable power supply now accounts for 25 percent of total electricity generation, with a goal of reaching 40 percent by 2020 (Nova Scotia Power and Emera Company, 2022). Moreover, this is just the beginning. In addition, Halifax City will make a contribution to Amazon's increasing energy portfolio and will work to strengthen Amazon's approach to renewable power. 4.0 Conducive business location Amazon's HQ2 location in Halifax, Nova Scotia, is unlike any other in the United States. Ninety-two acres of prime beachfront property in the heart of the city. Halifax City international airport is about 25 minutes away, and the main highway system is just a short drive away (Nova Scotia, 2022). It's simple for Amazonians to drive, bike, or paddle to work because of the city's many modes of transportation. Amazon's waterfront position provides a wealth of district energy potential. Furthermore, Halifax City has space for Amazon to expand. For Amazon's HQ2 in Halifax, Shannon Park is an ideal 92-acre seaside location. 4.1 Proposed headquarters site information Halifax City proposed headquarters is a 92-acre redevelopment property in Shannon Park is the largest in the city (Canada Lands Company, 2022). This federally-owned business supports the government of Canada in disposing of excess lands and presently owns around
82 acres that are being prepped for development. Canada Lands Company has been working with the Millbrook First Nation on a master plan for their 10 acres of property, and they are preparing for the development of their land (Canada Lands Company, 2022). Residents in the area and Canada Lands Company are in agreement that the ideal design for Shannon Park is one that uses the property as an extension of Halifax's urban core. Parks, paths, and pedestrian links connecting businesses, government, industry, and culture are all part of the mix that they want to create (Canada Lands Company, 2022). With this proposal, they believe that Halifax's waterfront will be accessible and connected to a wide variety of land uses. 4.2 City certification and zoning process Currently, a development agreement is being negotiated for the Shannon Park property, and the industrial zone I-3 is included in the CDD zone. The CDD system allows for zoning flexibility. A deal between the Canada Lands Company and a developer has already begun the approval procedure (Halifax Planning & Development, 2022). Site construction may begin in 2021 after the development agreement has been signed, which is expected to happen in the next several years. 4.3 Halifax City readiness The Amazon Halifax HQ2 project is well-timed to take advantage of this brownfield redevelopment opportunity. There are nine development plots in Shannon Park's first phase, as well as the central park and the central collector road. There is enough space in these parcels to accommodate the HQ2 development as outlined in the RFP. Shannon Park's community vision and Amazon's RFP will guide the development of Phase 1, which will be small and mixed-use (Halifax Planning & Development, 2022).
4.4 Efficient transport system As a result of its location in the heart of Halifax's urban core, the Shannon Park site has excellent regional transit connectivity, owing to its proximity to historically well- connected neighborhoods. The Halifax Stanfield International Airport is around 25 minutes away by car, and it's on the Halifax Harbor shoreline in Dartmouth, the northernmost part of the city ( Heidt et al., 2019) . Public transportation, such as the MetroLink rapid transit system, runs alongside the mainline of the Canadian National Railway ( Bela & Habib, 2019). All of these possibilities have been examined, and the inclusion of a sizable number of Amazon workers will be part of a new investigation to support the creation of a second boat route. Shannon Park stands out as a special and ideal location for Amazon's second headquarters in Halifax because of its pedestrian facilities and linkages to recreational trail networks and a number of public transportation choices. Redevelopment plans for the waterfront area have included plans for a significant waterfront walk, which will link to other villages. 4.5 Room for future expansion Amazon's HQ2 demands will be met by the Shannon Park location. For Amazon to expand, Halifax has space to grow. Master-planned residential and commercial development on a sixteen-acre site will replace the Cogswell Interchange. More than six acres of pad-ready property will be made available to private developers. When it comes to working in Halifax's Innovation District, this is a great chance for Amazon to become involved. The planned Amazon Halifax HQ2 campus is four miles away from the Cogswell Interchange sites. Beginning in 2019, the destruction of highway infrastructure will commence on the Cogswell Interchange Lands (Halifax Planning & Development, 2022).

5.0 Halifax City 10 billion business advantage Halifax has the greatest bargain for Amazon HQ2 in North America. Globally, Halifax is the 6th most business-friendly city, according to KPMG's Competitive Alternatives survey ( Blayney et al., 2020). Comparing Amazon Halifax HQ2 to Seattle, the KPMG model predicts savings of more than $10 billion over the next decade ( Blayney et al., 2020). Halifax has the lowest cost of labor for every Amazon job out of the 17 North American locations that are in the running for the honor ( Blayney et al., 2020). From supply chain logistics coordination to user support technicians, Halifax has an average labor cost advantage of 21%. Halifax is the most cost-effective place to work for any Amazon employment ( Blayney et al., 2020). 5.1 Loacal business incentives Halifax's Amazon HQ2 is a game-changer for the city. The federal, provincial, and local governments provide a wide range of business development incentives to help the formation of operations and the recruitment, training, and retention of a loyal, talented, and technically competent staff. The Nova Scotia, Business Development Institute, is focused on supporting Amazon in the process of establishing a presence in the province of Nova Scotia ( Patel, & Doshi, 2019). In order to ensure that you have exposure to all the tools and policymakers accessible to you, the NSBI and the Halifax Partnership will collaborate with Amazon to identify the most suitable incentives and programs for your business. The Nova Scotia Business Institute manages the province's Payroll Rebate program on behalf of the provincial government, which is a performance-based incentive that reimburses eligible payroll costs to businesses such as Amazon. Many international firms, like IBM and NTT Data, have taken use of the Payroll Rebate tool in Nova Scotia to develop world-class, global business centers. For Japan's

It is possible that programs given by the Nova Scotia Department of Labor and Advanced Education, such as the Workforce Performance and Technological Skills Reward and Founder Learning Incentive, may aid Amazon in its efforts to build an entire global staff in Nova Scotia. The discretionary incentives indicated
above may be confidently disbursed after the agreement has been reached. It is impossible to modify the political climate of these incentives since they are regulated via legal contracts. As a result, tax incentives would have to be structured in close coordination with Amazon to be effective. Early negotiations with Amazon would provide an approximation of these tax- based benefits, which, if established, would be very guaranteed. There are a variety of incentives available in Nova Scotia, which are included in the table below. People from all over the globe want to settle in Halifax and establish a life for themselves here. According to MacKinnon (2021) , with over 36000 students enrolling each year at seven postsecondary institutions, we have one of the most well-educated and dedicated workforces in the world. Since the year 2000, the number of foreign students attending Halifax University has increased by an average of 10.1% every year ( Oztemel & Gursev, 2020). 5.4 Loyal workforce Canada as a country is known for its dedication to its respective workplaces ( Chatoor & Kaufman, 2020).  Earlier this year, we conducted a poll to gauge the level of demand for workers in key positions in the province's growing I.T. sector. There are several educational institutes within a short distance of the city's limits. When it comes time for these students to start searching for jobs after graduation, Halifax is often the first place they seek. Following an initial examination of Amazon's requirements, the present labor force, postsecondary enrollment rates, and immigration patterns, it seems that the recruitment method outlined here might benefit from Halifax's inherent advantages. Many young people, immigrants, and students from across the world fall in love with Halifax's east coast lifestyle each year. Low crime, affordable housing, and a desirable mix of urban and rural neighborhoods and facilities make it hard to dislike this region. On the list of the Top 10 U.S. cities for best human capital and lifestyle in 2017/18, Halifax was number one on both lists (Intelligence, 2022). Finding a location in the globe where you can drive from the conference to the seashore in less than 30 mins is a rare discovery these days (Intelligence, 2022). There are a number of them. For existing and future residents and companies, Halifax City's unmatched mix of metropolitan conveniences and rural, natural beauty provides an extraordinary quality of life. Within a few minutes' drive from the city center, there is a slew of events and activities. Visitors may have a refreshing dip in Queensland and Lawrencetown Beaches. All ages may enjoy both free and paid activities at ice rinks, swimming pools, tennis courts, and gyms. To make Amazon's HQ2 a success, it will be a team effort, and Halifax City offers the best location and environment. The same is true for the people of Halifax. Halifax City encouraged development without jeopardizing our city's unique character. Halifax City's progress has never been dependent on a lone actor.
