reviewed research to the best extent possible. However, just because the greatest amount of review is available for any particular service does not mean it is appropriate in all situations. In

the court ruled that schools should try to use peer-reviewed research to the maximum extent possible, but the IEP team should remain flexible to devise an appropriate program for a student.

A number of lawsuits regarding FAPE resulted in parents not having the ability to compel schools to utilize one method over another. According to the Rowley ruling, school districts should be able to make decisions on methodology. If a school provides an appropriate curriculum that provided a meaningful educational benefit they are allowed to make their own
decisions. Furthermore schools must design an IEP in conjunction with a students parents, and consider that child's unique needs and capabilities.

Placement decisions must be made by personnel that are knowledgeable of the law, familiar with the students data, and aware of the placement options within the school district. Placement decisions must conform with the least restrictive environment mandate of IDEA. Placements must be based on a students individual needs, and the students parents must be included in the decision. Furthermore, the IEP team must determine the content of a students appropriate education before the placement decision.

There are several barriers that prevent family-school partnerships from being
realized. One barrier is unequal power dynamics. This could be parents feeling excluded from decision making, and being overwhelmed by the amounts of paperwork and legal jargon. Another barrier is poor professional skills. Teachers could struggle to have relationship with families due to a lack
of teach preparation in relation skills. And a third barrier would be a lack of trust. This could be caused by past negative experience with service delivery. It could be also due to concerns about teacher preparedness.

One practice for sustaining collaborative partnership is facilitated IEPs. Here a neutral and trained facilitator is asked to assist during the IEP meeting. They set the agenda, ground rules, and guide the discussion. Another practice is parent training. Congress began funding Parent Training and Information Centers, PTIs, after the passing of IDEA. PTIs missions are to educate and empower parents of children about their specual education rights. They also assist with building parent and school collaborative partnerships.
