LL223 POLICE REPORTING NARRATIVE REPORT Name James Donnelly Victim/Accused/Suspect/Complainant Address 905 Credit Union Lane, Whitby, ON, L9T 3T5 Type of incident Attempted arson Incident no. 05-01-2016 On the night of June 24, 2016 officer Parris was dispatched to respond to a break-and-enter call at an abandoned warehouse at 4 Culver Rd., Pickering Ontario. The officer arrives on scene at 2135, But since the warehouse is in a poorly lit industrial part of the city, backup is requested. Officer Amy Zhang arrives on scene at 2138. Nothing unusual is found except that the door on the east side was unlocked and open, allowing the officers unfettered access. There is a possibility that the wind could’ve blown the door open because there was a strong wind that night. After the officers have returned to their cruisers a man walks around the corner of the building and approaches their vehicles at 2206. The man identifies himself as a security guard with Reliable Security Service and is wearing the appropriate uniform. I had asked the man for his information and he identified himself as Drew Simms. I began a formal interview of Simms at 2215, and it ended at 2227. He told me he has had a quiet shift with no specific incidents but one irregularity which he noted in his logbook. He says he was not the one who called in the break and enter because the east side door often blows open. The lock on the door is broken but the owner refuses to repair it. He then tells me he had noticed a strong scent of gasoline and while investigating, had come across a lighter and some gas soaked rags. He concluded the interview by telling me he had heard the owner of the building Cameron Nolan, telling someone on the phone that he wished the building would just go up in flames because he was having trouble renting it out and it was “bleeding him dry.” Simms gave me his bosses information and I left the scene. I then proceed to Nolan’s address and enter his home at 2247. I told him about the break and enter call and he admits that it was him who had called the police. He explains that he was driving past his building when he saw someone in a dark hoody entering the door on the East side of the building. He honked his horn and aimed the headlights at the door, and the person ran away. She then goes on to tell me about a conversation he had with his friend about two weeks prior. He told a friend that he wanted to sell the warehouse but was having no luck, and admits to me that he had told his friend the place was “bleeding him dry.” Nolan told me that his friend had offered to help with his problem. He assumed his friend would help find a buyer for the place but had no suspicion that they would attempt arson. He then gave me his friends information. The next Morning I headed to the residence of James Donnelly, Nolan’s friend. As I was
approaching the porch, I notice a pair of work boots that wreak of gasoline. When I question him about his whereabouts last night, he states that he was home alone for the evening. Further, when I ask him if he knows Mr. Nolan, he said “I don’t think so.” I the ask him if he had made any phone calls the night of the incident and he hesitantly says no. Once I told him I had already met with Mr. Nolan his face turned red and he said “I can't believe it. That guy sold me out already? Bring it on! I know things. You tell him that.” I arrest Mr. Donnelly for attempted arson at 0915 and read him his rights before transporting him to the downtown detachment.
