Analyze the differences and similarities inherent in coentitlements and duplication by illustrating a
specific hypothetical example of each. Then, choose two examples of policy interactions, one
consequence for each for coentitlement and duplication. Explain your answer. Use this unit's
readings and multimedia to inform your discussion.
Coentitlement is defined as, “the use of one form of benefit automatically entitles a beneficiary to
another” (Chambers & Bonk, 2013). One example mentioned would be, a family using Temporary Aid for
Needy Families benefits is also entitled to get food stamps in some or most states. “Simultaneous
availability of two types of benefits is advantageous in that the benefit is more accessible or used more
consistently by more people, or it increases the effectiveness of one benefit because of the simultaneous
use of the other” (Chambers & Bonk, 2013). A consequence of coentitlement is underutilization of
services. If the services are not shared with the person who qualifies, they may not apply or receive
them. One hypothetical case, for example, involving battered women and children and going into a
shelter for safety, would give the woman and child or children more than one service. “Many of the
children exhibited chronic health and behavior problems associated with their violent environment. The
intervention techniques used by the shelters included a structured daily activity program for the children,
parent education, and advocacy services” (U.S. Department of Justice, 2022). Since trauma from being
battered effects both the child and mother, there needs to be more than one service offered. For
example, having them safe in the shelter is beneficial, but to pair that with a daily activity program for
the children or parent education, they can overcome the obstacles and get the proper and in depth help
they need.
“Duplication is the
unintended
receipt of several social welfare benefits or services as opposed to
coentitlement, in which the services/benefits are supposed to be duplicated” (Chambers & Bonk, 2013).
The consequence of duplication is the overutilization the services. One of the most popular cases of
duplication, according to Chambers & Bonk (2013), is what the press called double dipping where eligible
persons were getting benefits from three retirement systems. Many issues relating to duplication lie in the
rules and eligibility. For example, the entitlement rules overlapped each other in the three programs.
Again, it was not intended. For a hypothetical example, let’s think of a student who is receiving
counseling services at school as well as at their outpatient mental health and addiction clinic, and also
receives counseling at church where their mother works. There is a large duplication in services and an
unnecessary amount of counseling happening, unintentionally.
