The result of at least 19 out of 20 surveys (which corresponds with 95%) do not have to be in the same margin of results as this survey, the reason is that this survey can give results that are not accurate for the entire population.
The correct interpretation would be that about 19 of the 20 samples (95%) have confidence intervals that contain the true population proportion.
Moreover, it could also be less than 19 surveys that having the true population proportion; therefore the expression at least is also incorrect.
