The calm waters metaphor means that change is an occasional disruption in the normal flow events and it can be planned and managed. According to the Lewin's and Kotter's Model of change: This model described the steps to be taken for an organizational change. The steps are as follows:

  2. Changing (Implementing new systems and procedures)
