Interpretation:

The rank of given compounds from largest $K_{\text{eq}}$ to smallest $K_{\text{eq}}$ for hydrate formation has to be given.

Concept Introduction:

The effect of an electron withdrawing and an electron releasing group on $K_{eq}$ value:

The electron withdrawing groups or electron releasing groups have significance role in determining the $K_{\text{eq}}$ values of the compounds.  An electron withdrawing group increases the $K_{\text{eq}}$ value due to the negative inductive effect, whereas an electron releasing group decreases the $K_{\text{eq}}$ value due to the positive inductive effect.  The reactivity of compound will be high, if compound contain an electron withdrawing group because it increases the positive charge and reactant become more reactive for attack of nucleophile.

Rule: The $K_{\text{eq}}$ value of hydrate products rely upon the electron withdrawing or electron releasing groups of the compounds.
