Interpretation:

The reason for higher boiling point of primary amine needs to be explained when both primary and tertiary amines (with same carbon atoms) are soluble in water.

Concept Introduction:

Nitrogen has a higher electronegativity. Therefore, N can form more polar bonds with other less electronegative atoms. For example, C-N and N-H bonds are polar. Molecules that have N-H bonds are capable of forming intermolecular hydrogen bonds. Higher the intermolecular interactions, higher its boiling point.
