Federalism is a form of governance that divides the powers between a general government (the "federal" or central government) and local governments (provincial, state, cantonal, territorial, or other sub-unit governments) within a single political system. The New Federalism movement emphasises state progress and local solutions to cultural issues while attempting to alleviate the overall influence of federal and state legislators. A few models describe the New Federalism experiment, which returned authority and responsibility to the states.
