For the policy advocacy challenge, I chose 1.2, Enhancing and protecting the rights of children who are sexually assaulted in school. This challenge evoked emotions in me because I am a victim of sexual assault and was twelve years of age when this happened to me as well. I can relate to the young lady who was revictimized in court and the traumatizing feeling of facing that alone. Thankfully, a law was put in place to ensure offenders and victims are given the same rights in court for school disciplinary hearings (Jansson, pg. 10, 2018). Who is defining the problem? Gail Abarbanel, MSW, LCSW, Executive Director, Rape Treatment Center, Santa Monica-UCLA Medical Center defined the problem as, Jennifer’s being assaulted at school, and being left without support during the court proceedings. Abarbanel also involved Shelia Kuehl (D-Santa Monica to her with the defining. She found a tangible need in the system and was able to address it so that students have equal rights in court cases involving sexual assault. This identification process aligns with the concept of “felt need”, defined as measuring a person’s belief that they have a problem (Jansson, 2018,) What values are reflected in this definition of the problem? There were many social work values reflected in this problem. The values coincide with the NASW Code of Ethics, Dignity and Worth of the Person, Importance of Human Relationships, and Social Justice (NASW, 2021). Abarbanel considered the dignity and worth of Jennifer by showing that she mattered and was deserving of equal treatment during the court case. She emphasized the importance of human relationships by proving that the lack of personal support in court can be traumatic. And lastly, Gail displayed social justice by advocating for the law to be implemented, What is being omitted in this definition? There is a lot of information being omitted. There is no information provided on the how the raped occurred during school and as to why there are no safeguards in place to ensure that it does not. There was no justification as to why Jennifer was not to receive the same rights as the offender. Without adequate information it is difficult to properly advocate for policy changes.
