I deiced to concentrate on Policy Advocacy Challenge 11.5. The social issue at hand stems from the conservative governor of Virginia's 1994 attempt to merge the Department of Medical Assistance Services (Medicaid) and the Virginia Department of Aging (VDA) in order to shrink the size of state government. This might compromise the advantages for numerous older Virginians by placing all budgetary authority under the Medicaid Commissioner (Jansson, 2018). Who is defining the problem? Robert Schneider, DSW, is a former member of the VDA board and a retired professor at Virginia Commonwealth University's School of Social Work. Along with him were four additional former VDA Governor's Advisory Board chairs. According to Dr. Schneider, the issue is what would happen if the governor got his wish and eliminated the Department of Aging. "The VDA would lose its freestanding status, its commissioner would be reduced to an assistant director, the advisory board would be gone, control of the budget would shift to the Medicaid commissioner, and decision making on behalf of the aging would be buried deeper in the state bureaucracy" (Jansson, 2018, p. 1). What values are reflected in this definition of the problem? By addressing the significant social problem impacting older Virginians, service was rendered. It is said that "Social workers pursues social change, particularly with and on behalf of vulnerable and oppressed individuals and groups of people" (NASW, 2021). This was demonstrated by the elders' advocacy and the holding of a town hall discussion where they were given a platform to voice their opinions. With the assistance of other organizations, many elderly Virginians were transported to the town hall and rally, effectively giving them a voice and demonstrating their dignity and worth. What is being omitted in this definition? As mentioned, I think he covers all the bases. But initially, I wondered if this was something he was doing in connection with his previous position as Chairman. Perhaps he was merely attempting to preserve his legacy, but after reading about his achievements, I think he took this action because he supports the VDA's mission and feels that older Virginians would no longer receive oversight funding if the Medicaid department took over.
