2 Child Abuse Prevention and Treatment Act Explain how the policy is addressed at the federal, state, and local level. According to the Department of Health and Human Services (2019) The Child Abuse Prevention and Treatment Act (CAPTA) aims to support prevention, assessment, investigation, prosecution, and treatment activities by providing federal funding and guidance to States. Grants are also provided to public agencies and nonprofit organizations, including Indian Tribes and Tribal organizations, for demonstration projects and programs. Further, CAPTA establishes the Office on Child Abuse and Neglect, establishes the Federal role in supporting research, evaluation, technical assistance, and data collection activities, as well as establishing a national clearinghouse for information on child abuse and neglect (2019). What programs were developed from this policy? Child Abuse Prevention and Treatment Act (CAPTA) established a variety of programs to protect children and prevent child abuse. These programs include the Child Abuse and Neglect Hotline, National Child Abuse and Neglect Data System, and National Resource Center on Child Abuse and Neglect (Department of Health and Human Services, 2019). These programs aim to raise awareness about the signs of abuse and neglect, provide support to victims of abuse, and collect data on the prevalence of child abuse (Children’s Bureau, n.d.). CAPTA also funds training and technical assistance for professionals working in the field of child abuse prevention and treatment. 3 The Child Abuse Prevention and Treatment Act provides funding for states, tribes, and communities to develop and implement programs to prevent and treat child abuse and neglect. This funding enables communities to offer comprehensive services to victims, including advocacy, counseling, and support (Department of Health and Human Services, 2019). It also helps communities create and implement strategies to prevent and respond to abuse and neglect (Prevent Child Abuse, n.d.). Additionally, the Act provides resources to train professionals and community members to recognize abuse and neglect and intervene when necessary. Family Preservation Act Explain how the policy is addressed at the federal, state, and local level. According to Boo (2023) the Family Preservation Act is implemented through federal funding for states and local entities to provide preventive services to families at risk of separation. This includes services such as family therapy, parent education, and job training. The Act also requires states and local entities to develop and implement plans for providing these services (2023). The act also requires states and local entities to collect data on family preservation services, including the number of families served and the impact of these services on family reunification. The data is then used to assess the effectiveness of the Act and to make necessary adjustments. What programs were developed from this policy? There are several programs that were developed because of this act. The Department of Health and Human Services (n.d.) also stated that family preservation services are to prevent the unnecessary placement of children in foster care. These services focus on identifying and addressing the underlying issues that may place a family at risk, such as substance abuse, domestic violence, or inadequate housing. The goal is to develop and implement strategies to ensure the safety and well-being of children while keeping them within their families (n.d.). Then there are the time-limited family reunification services that provided to families after a child has been placed in foster care. These services aim to address the specific issues that led to the child's removal and facilitate the safe and timely reunification of the family. They typically involve intensive parenting support, therapy, substance abuse treatment, and assistance with obtaining stable housing and employment (Department of Health and Human Services, n.d.). Finally, is adoption promotion and support services which aim to recruit, assess, and prepare families interested in adopting children from the foster care system or other eligible sources. These services may include adoption information sessions, training programs, and guidance on the adoption process. Additionally, post-adoption support services help families successfully integrate the adopted child into their home and provide ongoing support and resources to ensure a positive and stable adoption experience (Department of Health and Human Services, n.d.). 5 The Family Preservation Act provides funding for preventative services, as well as crisis intervention, for families at risk of separating (Department of Social Services, 2023). Providing these services can assist families in building better relationships and preventing further family breakdowns. In addition, they can help families access the resources they need to stay together. These services can also help families learn problem-solving skills and provide emotional support. They can also help families develop strategies for coping with stress. Furthermore, these services can help families build their self-esteem and create a more stable home environment. The Adoption and Safe Families Act Explain how the policy is addressed at the federal, state, and local level. The Adoption and Safe Families Act is a federal law that requires states to develop procedures for terminating parental rights and placing children in foster care (Department of Social Services, n.d.). The federal government provides funding for states to develop and implement these programs. At the local level, states and counties are responsible for identifying and providing services to children in foster care. These services include physical and mental health services, educational support, and housing assistance. States and counties must also ensure that all children in foster care have access to legal representation. Furthermore, states and counties must ensure that all adoptions are in the best interest of the child. What programs were developed from this policy? The Adoption and Safe Families Act (ASFA) established two programs: the Kinship Guardianship Assistance Program (KinGAP) and the Adoption Incentives Program (AIP) (Congressional Research Service, 2021). KinGAP provides financial assistance to family
6 members who care for children who have been in foster care. AIP provides incentives to states that encourage the adoption of certain children in foster care (Department of Health & Human Services, n.d.). KinGAP and AIP are intended to help states reduce the financial burden on relative caregivers and make it easier for children in foster care to be adopted. This Act has the potential to affect many vulnerable children and families in communities across the country. It has the potential to reduce poverty, improve child welfare, and create better outcomes for children. It can also help to reduce the costs of in foster care and adoption services.   The Act also provides support to families who are already struggling to care for their children. This helps to ensure that children remain in safe and loving homes, rather than entering the foster care system. Additionally, the Act encourages collaboration between government agencies and community organizations to improve child welfare.
