HSE 330 Milestone 2 In the state of California AB 369 bill passed on Aug. 31, 2021, which placed an obligation on all local authorities and 41 federally supported community-based agencies, to help all qualified people with resources and assistance to help combat homelessness and obtain health insurance. Since 2020, there has been a 40% increase of homeless people or at risk of being homeless. According to research, since 2010, there’s been at least an annual 10% increase of homeless with the reported amount being at 160k homeless in California, to date. (Tobias, 2022) La Familia Counseling of Hayward, Ca in Alameda County has reported that there are over 8k homeless people and of those approximately 80% are living unsheltered. Advantages & Disadvantages What AB 369 does is, “ This bill would establish the Reentry Housing and Workforce Development Program and provide grants to applicants, as defined, for innovative or evidence- based housing, housing-based services, and employment interventions to allow people with recent histories of incarceration to exit homelessness and remain stably housed.” (AB 369, 2022) The bill gives people the capability of obtaining health insurance to be able to care for their medical and mental health problems as well as be able to join programs like La Familia, which is an 18-month long program that helps find resources like counseling for therapy or psychotherapy along with help with finding employment, housing and provides a monthly stipend to active clients who participate with programming. Some of the challenges that people faced are one’s like not having a physical address to qualify for public assistance, or not being able to leave their encampments for long periods of time in fear of having their belongings stolen forcing them to not make their appointments or 2
HSE 330 Milestone 2 going to the food bank for the same reasons, inadequate transportation. At La Familia, they’ve been helpful in providing people with rides to their appointments and doctor’s visits while assisting their clients all receive health insurance and for those who require mental health assistance, receive it. La Familia is doing their part in meeting the needs of their clients so that they don’t “fall deeper into homelessness faster than they can be placed.” (LA Times, 2021) AB 369 allows for all the barriers to be gone and would allow for the person, through coordinated assistance and with the help of their Peer from La Familia, to get them what is needed. With the help of this bill, which “ Requires Medi-Cal fee-for-service (FFS) and a Medi- Cal managed care (MCMC) plan to authorize an enrolled Medi-Cal provider to provide covered services that are otherwise reimbursable to the Medi-Cal provider, but that are provided off the premises of the Medi-Cal provider's office, to a Medi-Cal beneficiary who is a PEH.” (AB 369, 2022) Meaning, L a Familia would be able to recover or be reimbursed for services rendered and time spent and mileage accrued assisting the client. Although AB 369 may sound great there are many disadvantages that are faced. Some of those being although old barriers will be cleared of as of 2022, there may be requirements of the client being in a managed plan with centers like La Familia Counseling while remaining covered by MedCal. Another issue may be fighting the stigma that all homeless are addicts and jobless looking for a handout or that all homeless are mental health cases. Diversity 3

HSE 330 Milestone 2 La Familia reports that a mongst the unsheltered on the streets in their county where they service, that there are a multitude of races and genders. They range from 61% of homeless males and 23% homeless women, 40% are male veterans, 8% are women veterans, 48% are white, 13% are Hispanic and 39.8% are African American. Amongst this amount of homeless population are 14% of people homeless with families. What this does is it brings to light the racial disparity within the population and also the underrepresented unhoused black community. “Californians of color also face higher risk of housing instability and are more likely to pay unaffordable portions of their income towards rent. “ (Tobias, 2022) PreCOVID, people of color were already increasingly unstable. Add a pandemic o top of that and now that issue has now inflated pushing people to do what they must in order to live, putting people at risk of entering the justice system. Unfortunately, the one entering the justice system may end up losing their employment even after one night potentially exacerbating their time being homeless. According to research, the governor of California has emphasized the need for a strategized statewide improvement in combatting homelessness and at a faster pace. In order to do that, local jurisdictions would have to be under the microscope to understand where and how funding is being appropriated and if it’s being used to its fullest positive extent. What would be watched closely are the ways people are being helped, what services they are in need of, are they receiving the mental/medical help they need, are the homeless being treated well and not being pressured into services they’re not in agreeance with and are centers designed to help the homeless, reporting correctly to receive future grants? The bureaucracy of homelessness is there and has always been prevalent. La Familia Counseling has been around 4
HSE 330 Milestone 2 helping people of the community for 75 years and with the help of the grants, they’ll continue allocating funds and pumping it right back into the community. By understanding the community, the relationship building can increase and help fight homelessness by using respectable practices. REFERENCES 5
