2 Community Assessment The Central Sussex community is heavily populated by Spanish-speaking immigrants, most of whom hail from Central American countries like Guatemala and Honduras. The community is comprised of mostly undocumented, uneducated factory workers and transient laborers, many with children or other family members left behind in their native countries. These people have limited resources, and they have very little understanding of how to seek out easily-providable services. The population of Georgetown, Delaware alone, for example, consists is over 39% Hispanic, and that number rests on the number of residents who actually volunteered to count in the U.S. Census in 2022. Actual numbers are much higher. Foreign0born persons number at over 25%; persons living in poverty are more than 18%. (U.S. Census, n.d.) This community needs services in education, particularly Adult Education with English as a Second Language and Workforce Development classes, for individuals acclimating into the community and the workforce. These needs can be sourced at Sussex County Vocational Technical School at the Adult Education program (Admin, 2023) and at Delaware Technical and Community College, both in Georgetown, Delaware. (Continuing, 2023) This community needs Social Services, which can be found at the Health and Social Services Department in the Thurman Adams State Service Center in Georgetown, Delaware. The Division od Social Services can assist with Purchase of Care, disabilities, food benefits, general assistance, long-term care, Medicaid, and temporary assistance for families. (Delaware, n.d.)
3 Strategic Action Planning Vision Statement: This Coalition seeks to accomplish two things. Firstly, new members of this community will have appropriate housing, healthcare, and education access. Secondly, new immigrants to the community will be educated and workforce-ready and fully integrated into the community. Mission Statement: Promoting equity in access, fostering acceptance and belonging, raising awareness, building capacity, and addressing common risk factors is the mission of this Coalition. Objectives: This Coalition aims to lower the percentage of immigrant families using assistance programs, lower the percentage of local families living in poverty, lower the unemployment and under-employment rates. The coalition aims to raise the rate of high school graduation, raise the number of immigrants enrolled in college or trade school, and raise the median household income. Strategies: This Coalition plans to use prevention education classes and other individual-focused strategies like awareness campaigns for negative consequences and inadequate resistance skills. Action Plan: Members of the coalition will have well-defined roles with layers of support and oversight. The coalition will have a “checks and balances” style three-prong approach to adapting policy

4 and making sure every member is complying. The action plans ensure that “all coalition members are involved in carrying out the work of the coalition with sufficient support and appropriate accountability,” (Handbook, 2023). Implementation: This coalition will prioritize strategies and action plans to be specific, reliable, and measurable with well-developed curriculum and standardized pre- and post-testing. Members will have assigned responsibilities to ensure proper curriculum is being offered in the classrooms and equitable access is achievable for all. Three possible strategies and action plans for this community are: 1. Individual-Focused strategies: prevention education classes/seminars 2. Environmental-Focused strategies: awareness festivals 3. Environmental-Focused strategy: awareness campaigns The coalition will need to build a team of educators, event coordinators, and mental health personnel who are all capable and certified in their fields of expertise. Prioritize Strategies and Action Plans: This review of the Coalition will answer many questions like do the local conditions represent specific, identifiable, and actionable behaviors or conditions in the community?” (Handbook, 2023) The success of this coalition will be measured by comparing pre-data and post-data, and those measurements will be used to assess whether the coalition is heading in the right direction or if strategic changes need to be made. The strategies will be assessed to assure they are comprehensive enough to provide support and work in other communities; the strategies
5 will be weighed against outcomes to assure they are being applied correctly and in the appropriate dosages. Obtain Resources: A transparent and descriptive budget will be created to allow for expenses and projections. Cash resources will be pooled to use for supplies and human resourcing. Also, money for “in- kind” resources should be allocated for “skills, technology, office and meeting space, communication, transportation, and other items that are provided by individual volunteers and partner organizations,” (Handbook, 2023). All members and partners, as a team, will play active roles in obtaining and securing funding for budgeted expenses; all members will be involved in problem analysis, logic-model creation, strategy, and action plans. Implement the Action Plan: The coalition members and stakeholders will ultimately carry out the strategic plan and provide services as described to the at-risk community, Central American and other immigrants and their families. Classes, if possible, will be conducted at local community centers for individuals and families to provide necessary prevention education and interventions as needed. Resources will be mobilized to spread awareness of the needs of the community and of the availability of the programs. Build Capacity: Capacity, specific to the prevention education of immigrant workers and their families, will be constructed to allow specific strategies, like individual-focused prevention education classes, to remain implemented. Individuals within the coalition will be appointed and responsible for implementing strategies. Those individuals will be educated in their fields and
6 certified with the delivered curriculum to assure positive outcomes. Partnerships within the Coalition and within the community will be fostered into relationships so the coalition can proceed, and sufficient resources, including monies and a pool of professionals, will be secured to fund and progress the initiatives of the coalition forward. Four partners to recruit would be Social Services, La Red, La Esperanza, and Sussex Technical High School. Social Services will be deployed to provide food benefits and medical insurance. La Red will be employed to provide mental and medical health assistance. La Esperanza can service documentation, immigration, and legal support for the at-risk community; Sussex Tech is a local high school that offers Adult Education and Workforce Development. Recruit Allies: Furthermore, beyond the partners within the Coalition, allies will be recruited with whom the coalition can associate for certain desired outcomes outside the expertise of the coalition members. Relationships with groups or individuals with similar desired outcomes or interests, like immigrant servicing, education, etc., will be solidified into workable relationships. La Red, in Georgetown, Delaware, for example, provides low-cost medical and mental healthcare to the local Hispanic Community. Ensure Implementation Fidelity: Remaining SAMHSA compliant and adhering to the Strategic Framework will be continually assessed to address issues such as retention of core components, capacity, etc. This constant reassessment of the coalition will foster confidence in stakeholders.

7 Coalition Evaluation: The coalition will summarily undergo annual scrutinization for effectiveness as all data in the logic model will be confirmed, documentation of the coalition’s work will be organized for transparency, findings will be published, and an evaluation workgroup will be formed to act as liaisons to the public. The objectives are clear: gains in English Language Comprehension. Two SMART ways to measure these goals are: 1. Lesson or Unit-specific Pre- and Post- formative assessments to check for learning. 2. Annual Pre- and Post-English Comprehension summative assessments to gauge overall practicality of the curriculum. Sustainability: Coalition members, volunteers and partners, will be engaged to assure retention of field experts, and lasting loyalty will be grown between the coalition and all its members. Adherence to the SAMHSA SPF will be posted transparently, annually, and a sustainability plan will be created to ensure longevity. Cultural Competence: Finally, this Coalition will commit to cultural competence by posting a promissory statement on its website and all it’s handouts. Members of the coalition will sign a copy of this letter for retention, and compliance will be mandatory at every level of the coalition. Our promise to be all-inclusive will be the cornerstone of our work with the local Hispanic community.
