2 Option #1: Finding Partners Homelessness is a public concern that requires a community-wide effort to find solutions. Over the past few years, homelessness has been acknowledged as among the most problematic public issue facing many individuals. Therefore, the increasing rates of homelessness are especially perplexing and cause for concern. The problem of homelessness in Rochester, MN, is pervasive, multifaceted, and widespread, touching on economic, social, and psychological factors. Homelessness is an issue that impacts not only people living on the streets but also the neighborhoods and communities where homeless persons battle to survive. In addition, society suffers from blight and crime concerns created by homelessness. Still, the desire to remedy the problem must also be weighed against individuals' freedom to choose when and if they seek aid and treatment. Making community action plans to combat the health issue is essential for resolving the problem and preventing further occurrences. However, implementing a community action plan to address homelessness may be time-consuming, challenging, and expensive. Therefore, the effectiveness and success of the involved organization depend on its ability to attract the best possible partners and stakeholders to contribute money, skills, and equipment (Balls-Berry, 2018). Therefore, this paper's primary objective is to compile a directory of potential collaborators and stakeholders for a community action plan to address the health issue of homelessness. The following is a list of ten local partners/stakeholders that may assist with the Community Action Plan 1. Erin Sinnwell is an Executive Director of the North Star House in Rochester, MN. North Star House's mission is: "Our mission is to help low-income families and families experiencing homelessness achieve sustainable independence through a community-based response." North
3 Star House has helped many homeless people secure housing with their broad range of services and community support ( North Star House, 2022). I think Erin Sinnwell would be a great partner for the community action plan as she experiences dealing with those in crisis and homelessness. Also, she would be excited to be involved in assisting with the community action plan. Jennifer Larson is the Executive Director of Three Rivers Community Action center. For over fifteen years, she has worked closely with community development and rental housing for individuals and families. Jennifer Larson would be a valuable asset in helping develop my community action plan with her numerous years of experience working within the communities. Also, I hope that Jennifer Larson will come aboard and assist me due to her experience. Larry More is a member of the local response team at the Three Rivers Community Action center. The local response teams assist people in need with an extensive network of services. David Dunn is the director of Empowering Connections and Housing Outreach Center (ECHO) in Rochester, MN. The ECHO center is a satellite office that assists people with resources struggling with homelessness and other related issues. Some resources they help people with are eviction, unsafe or abusive living situations, people experiencing homelessness, and financial assistance resources. David Dunn would be an excellent partner for my community action plan as he is experienced with connecting community housing and has an education in City and Urban Community and Regional planning. Also, his experience in the human services field helped build healthy communities. Mr. Dunn would enjoy assisting me with establishing my community action plan as it would also assist with the ECHO center and other like centers in the future. 5 5. Warren Hanson is the Chief Executive Officer of the Greater Minnesota Housing Fund. The Greater Minnesota Housing Fund (GMHF) staff assists with issues such as ending homelessness, preparing households for home ownership, and obtaining affordable housing. Also, "Since 1996 GMHF has developed programs like Building Better Neighborhoods to bring compact development designs to suburban and rural settings, and worked to involve employers in the creation of affordable housing in their communities through the Employer-Assisted Housing program." (Greater Minnesota Housing Fund, 2021). Warren Hanson's experience with this program would make him a perfect partner to collaborate with in developing my community action plan. Also, Mr. Hanson would enjoy assisting me with my project as it is close to what he has accomplished already in his career. Mark Thein is on the Olmsted County Housing and Redevelopment Authority (OCHRA) board. The OCHRA is an agency that manages and offers safe and affordable low-income housing for low-income eligible families, the elderly, and persons with disabilities. Mark Thein is also a person I would like to assist with my community action plan as he also has quite a vast amount of experience. He is also the County Commissioner of the Seventh District. As the County Commissioner, it is his duty to be there for any questions I may have about the community action plan or other concerns about the county. Contact information:

Virginia Merritt is the Executive Director of the Channel One Regional Food Bank. They assist with programs that provide food to those who need it in our community. Virginia Merritt would be an excellent partner to collaborate with my community action plan, as her experience with the Channel One Regional Food Bank has helped many homeless people in Rochester. Therefore, she would want to be involved with the adoption of my community action plan as she has already helped those in need by providing an excellent food shelf program. In addition, as the action plan involves homelessness, she would be more than happy to sit down and speak with me and provide valuable information. Two Rivers Habitat for Humanity has worked in the Rochester area since 1990 and helped eliminate poverty houses by building and rehabbing homes for those who qualify with a lower income. The new homeowners work along with volunteers to make these new homes. I was a volunteer in the program along with other coworkers when the company I worked for became involved with the program. Speaking with Pat Heydon about his thoughts on how Habitat for Humanity has worked and if he has ideas I should incorporate into my community action plan. Pat Heydon will enjoy assisting me as he is very reputable and is an advocate for rebuilding the community. Furthermore, Brooke Carlson would enjoy assisting me and providing valuable information on how the city council set up the latest community action plan.
