One of the most pressing policy concerns in the area of public health is the transition
from the ICD-9 coding system to the ICD-10 coding system. This is due to the fact that the

implementation date for all public health agencies was established on October 1, 2014 (Public
Health of North Carolina, n.d.). To guarantee compliance, the ICD-9-CM codes would not be
accepted for services delivered on or after that date. A constraint was also chosen to guarantee
that the structures in these organizations meet the two coding systems. Because of this, the use of
ICD-10-CM coding for services delivered before to compliance data will be prohibited (North
Carolina Public Health, n.d.).
The Requirement for Change
Change is prompted, among other things, by faults in the ICD-9 categorization system.

this nullifies the need to refer to groups, subgroups as well as other thread levels. The transition
also includes modifications of the diabetes codes, the extension of the trimester of pregnancy to
codes used in obstetrics, as well as code extension additions. The wounds and external signs of
such injuries are included in these extensions (North Carolina Public Health, n.d.). In the

3. Brokering by Merchant: This phase incorporates the previous stage's "consideration
collection" with merchant relevant details to assist in deciding from whom to purchase. This
involves assessing commercial alternatives on the basis of buyer requirements.
4. Concession: This step deals with how the transaction is settled. Negotiations differ due
to the length and size of the business. Prices and other elements of the deal are frequently set in
conventional retail environments, leaving little space for bargaining. Price negotiations or other
facets of the contract are central to the purchasing phase of other countries.
5. Procurement and delivery: a commodity may either be bought and shipped towards the
close of the negotiating stage or even afterwards (in either order). Few situations can impact the
availability of payments or distribution choices.
6. Retail Support and Evaluation: This post-purchase phase includes product services,
customer service and an assessment of the total purchasing process and decision fulfillment.
These phases, as with most models, reflect an interpretation and simplification of
complex behaviors. The above phases sometimes overlap and migrate from one to the next may
be non-linear and iterative.
Given the above levels, we may define the positions of agents in electronic commerce as
mediators. The personalized, constant, autonomous existence of the agents makes them ideal for
mediating certain customer habits like knowledge filtering and collection, personalized
assessments, complex teamwork and experiences in time. These functions are also related to the
discovery, commodity brokering, trading and negotiating phases of the paradigm of purchasing
behavior. Table 1 lists the six phases of purchasing activity and shows where some representative
agent schemes fall within this field.

The Transition's Obstacles
Morshed (2016) figures out many obstacles facing the transition, whereas embracing the
potential positive outcomes from the transformation to ICD-10. Initiating the move to a new
framework is the greatest obstacle. While this challenge has also been experienced, there are still
other main challenges. For example, all primary care users need the training to be using the

Advertising
Marketing would allow the healthcare to remain operational. Marketing would also
ensure that Metcash Healthcare Company is publicly accepted based on the terms and conditions
of the services provided, the quality of the services rendered, as well as other measures used in
the brand by other healthcare providers.
As just an aerobic exercise, advertising must be considered. For example, marketing
would help healthcare grow and appeal to its consumers. To make consumers more likely to visit
the healthcare, Metcash Healthcare Company will be able to sell ads and build promotions. It is
very important to remember that customers are the key people for organizational development,
so a high priority should be given to them.
Informational Technology
Technology means that new services have been embraced by the organization. For
example, to discuss our services and promote them via the Internet, healthcare may use the
internet. This will make it possible for Metcash Healthcare Company to save time and attract
more clients from different backgrounds. The healthcare will create a website that would be
focused on the needs of the consumer and the services' costs.
Social Corporate Accountability
This will encourage the healthcare setup to take the stakeholder's interests into account.
The corporation should then be able to provide a high-priority stakeholder interest to ensure that
the firm has developed a strong organizational image. The community wants all organizations to

work towards having a positive influence on their needs. For Metcash Healthcare Company, it is
important to refrain from activities that are likely to harm the climate as well as any other
practices that do not take into consideration of society.
Methods of tracking and governing these techniques
Strategies for monitoring and control ensure that all these strategies continue with the
organization's priorities and take necessary steps to strengthen the successful follow-up of the
strategies. To track and manage the above techniques, the following approaches can be used:
The framework would certainly ensure that the healthcare setup is structured in the best
way possible to achieve its objectives by setting up an acceptable organizational structure. This
could involve the establishment of a functional framework where each role has a manager of its
own. Managers must ensure that the activities have contributed greatly to the accomplishment of
the organization's objectives. Functional frameworks would also ensure that the agency has
properly contributed to the organization's finances (May 2010).
Another way is to recruit the best human resources. In the operation of Green Tree
Healthcare, this would make it easier to have trained health workers. It is also critical for the
organization to ensure that the time schedules are sufficient to ensure that the strategies have
been implemented in the correct periods and that the strategies have been regularly checked to
ensure that they have contributed to the achievement of value for money.
