ASSESS THE SITUATION The first step is to assess the situation and determine the level of threat. This includes identifying the number of people involved, the location of the incident, and the weapons or objects involved. 3 ESTABLISH COMMAND Once the situation has been assessed, the police department will establish a command post. This is where the incident commander and other key personnel will coordinate the response.
