No, it is not appropriate to summarize the strength of association with a correlation because it is not linear, it has outliers that will affect the cluster of data and there is no linear association because of the outliers as the points in the scatterplot shows a very different pattern which is going downwards but there are also outliers on the right of the scatterplot.Also the findings from the correlation cannot be defined by the findings of association. Both have their characteristics that each of them plays.
