We note that if we do not take into account Alaska and Hawaii, then the points seem to follow a horizontal line. Thus the relationship between the highest daily and yearly precipitation is then very weak.
This then also means that the highest daily precipitation does not seem to influence the highest yearly precipitation (much), and thus the highest daily precipitation will NOT be great help in predicting the highest yearly precipitation (because they do not seem to be influencing each other).
