• The main management issue is that the website was developed without enough planning.
• There were some shared development responsibilities between United States centres for Medicare and Medicaid services.
• But there was no specific department to oversee healthcare reform plan and was another management problem.

Organizational problems

• The design of website was difficult for users to browse coverage plans.
• The systems design requires users to create individual accounts.
• Another problem is the lack of communication between contractors who were hired to operate different parts of the system.

Technology problems

• The users were unable to create accounts and hence receive cryptic error messages...
