What does this event show about causes of institutional unrest? There are many different causes of institutional unrest. Some of these reasons include crowding, insufficient funding, poor living conditions, gang activity, and racial and cultural conflict. Inmates, conditions of confinement, and correctional management are the three categories narrowed down by the American Correctional Association. ‘Crowding has been the most explosive condition in recent correctional history” (Carlson, 2015). The New Castle riots occurred after about 600 inmates from Arizona were transferred to Indiana where the New Castle Correctional Facility is located. A spokesperson from the Arizona Department of Corrections stated that some of the transferred inmates were not happy about being transferred to Indiana but had to be transferred because Arizona did not have a lot of space in its prisons. The inmates took off their shirts in the courtyard/recreation area to show prison administrators that they were not going to obey them. This event shows that if offenders are not happy or don’t agree with something that is happening to them, they will “act out” or protest. According to the CBS news report, “ Inmates Riot at Indiana Prison” the inmates that were transferred were carefully selected and had no previous history of violence. This shows that when offenders feel like they are being untreated unfairly, their behavior may change to get their point across.
2. What steps could have been taken to prevent this riot? According to “ 28 New Castle inmates charged in prison riot” in the Herald Bulletin the riot started after some of the inmates from Arizona refused to wear the green smocks they were supposed to wear at mealtime. Staff took them to the mess hall anyway and decided they would deal with them there or later on. “Staff in direct contact with offenders are a facility’s eyes and ears, its primary resource for identifying unrest indicators. Their evaluation of the inmate population is dynamic and continual” (Carlson, 2015). The separation of inmates by racial or ethnic groups is one of the predictors of riots and disturbances listed in our textbook. In the article from the Herald Bulletin, it was revealed that during lunchtime, the inmates broke into groups by race and sent one person from each group to a meeting. The staff in the cafeteria should have notice the offenders breaking into groups and then holding a meeting. To prevent this riot, staff should have not allowed uncompliant offenders in the cafeteria and should have broken up the meeting when it started or while it was going on. Prison administrators should have hired more staff to help with the 600 new offenders that were transferred in.
